ZCCM-IH Mandated to Lead Transformation of Zambia’s Gold Sector

In a landmark move aimed at overhauling Zambia’s informal gold mining industry, the Government of the Republic of Zambia has appointed ZCCM Investments Holdings Plc (ZCCM-IH) to spearhead the formalisation, development, and transformation of the country’s gold sector.

This strategic mandate marks a pivotal moment in Zambia’s mining landscape, setting the stage for the creation of a structured, sustainable, and inclusive gold industry that delivers greater benefits to the nation and its citizens.

For years, Zambia’s gold sector has operated largely outside formal regulatory frameworks, dominated by artisanal and small-scale miners. These informal operations have yielded limited economic returns, contributed to environmental degradation, and exposed miners to unsafe working conditions—all while offering minimal contributions to the national economy.

The Government’s decision to empower ZCCM-IH underscores a renewed commitment to inclusive and sustainable economic development. Drawing on lessons from successful gold sector reforms in other African countries, the initiative aims to unlock greater value through formalisation, improved governance, and strengthened local participation.

ZCCM-IH has welcomed the appointment with a strong sense of duty and purpose. As the anchor institution for this national initiative, the Company will roll out a comprehensive transformation programme guided by the principles of sustainability, inclusivity, and transparency.

Key focus areas of the programme include:

  • Integrating artisanal and small-scale gold miners into the formal economy
  • Promoting safe, responsible, and environmentally sustainable mining practices
  • Enhancing value addition and retention within local communities
  • Strengthening collaboration with traditional leaders, civil society, the private sector, and mining communities

To facilitate the implementation of this programme, mineral tenements will be transferred to ZCCM-IH, providing a foundation of strategic assets to drive the transformation forward. These tenements align with the Company’s mission:
